I do think they should be told to go to hell, but it doesn't seem most californians feel that way. sf has a major liberum veto problem, but they bring it on themselves
this isn't a definition of stakeholders that most property owners would accept as reasonable, cf "blocks natural light" "changes character of neighborhood" type objections
