A neglected scenario in electoral democracy is that the outcome can reflect nobody's preferences. In a two party system, all that has to happen is for both parties to get their research wrong and both adopt 'meh' policies. One still wins and thinks it won on policy.

If you add in the fact that most people look to other people to know what to believe - at every level of society (politicians, journalists, voters) - then it's very likely that a great many policies pursued under democracy have been in the interests of nobody.
