this is fair, but I do generally believe aside from policies that carry existential risk, spirit is more important than proper policy

As a counterpoint, the question of how to prevent or mitigate the Great Depression and, more recently, the Great Recession was an essentially technocratic one, and "spirit" has supported positions that would have made each much worse or much better.
