Does a con having a Code of Conduct *stop* any1 from going? Does any1 ever see a con has a CoC & not go? If so, didn't the CoC *work*?

it's not a hard blocker but it is definitely "this experience may be unpleasant, do the benefits outweigh" rather than "so excited fun" etc
