        the ideas seem to emerge separately from the morass of the enlightenment in the 18th century, coalesce soon after, then it appears in the 20th were backdated to a particular event in the 17th

        Could this have to do with the fact that the 30s/40s had such a small amount of states, though new ones were being created out of old empires? Westphalia provided new state paradigm, especially re the OG treaty dealing with empire breakdown/fragmentation.
