The incentives matter. I don’t think you can invent a perfect system, but I think you can design one where your leaders are less incentivized to sell out the citizens for their own benefit.

but it's only good for common people, has no applicability to rulership, and a true leader can make people disregard all "incentives" through force of personality anyway
