They’re not sabotaging it, the city is being parasitic.
idk man parasites derive sustenance from the host, it seems more like they tend to view it as bad and attack it rather than extract wealth from it
and anyway prosocial parasitism is one of the main roles of the state, their inability to do it is a failure on their part
the whole point is that the government is supposed to be a mechanism to extract wealth and put it to positive-sum purposes that no one is individually incentivized to pursue
punchline: government sucks at this almost as much as every other entity. sometimes more
I don't think the problem is "government" in general but the people within a society and the cultural health thereof
founders made this mistake, thinking it was possible to design a system that guarded against human failings
The incentives matter. I don’t think you can invent a perfect system, but I think you can design one where your leaders are less incentivized to sell out the citizens for their own benefit.
the design of the system in creating proper incentives matters very little because there are necessarily people in a position to interpret and thus change the system
this presumes people are rational self-interested actors tho which I don't believe
also depends on influence of aggregate groups versus individually powerful actors
