How would this work--"Our help costs 3% GDP & absolute control of your foreign policy?" Most would say no. Those who say yes would do so out of a legit fear (the baltics eg), but they'd resent us for it & that'd be like starting an insurance plan for only already sick people

More like "you obey us or the nice man with the silenced pistol pays you a visit tonight". And then we go get the stars and stripes flying over every government in the free world. It'd probably be a good dry run to annex Mexico before we really start formal imperial rule though.
