I would like to hire someone but the manager above me is against it because the person doesn't have the actual professional experience in the technology we are using even though they're passionate and they have built personal projects already.

A high-stake hire... I don't know. If they are experienced, even they don't have professional exposure to the stack you need, they can contribute with a new perspective while they ramp up. On the other hand, if you need an MVP yesterday, any potential delay is a risk.
