You're still missing the point...law enforcement as a whole. Goes from police to Attorney General, including judges, laws, legislation, by-laws, governors...if law enforcement as a whole is weak, things like these ones happen.

The US population (328M)is roughly 5x larger than the UK (66M) and almost 30X than Portugal (10M).The rate of incarceration between the UK and US seems to be consistent but Portugal is higher.

There's a reason why armed forces/military/patroling forces have ALWAYS existed since we became the society we're right now. They were, in reality, necessary to overcome mishaps in becoming a civilised society.
