        No, the failure is out there and on the streets. The PM has tried to people as responsible adults, unfortunately there's a sizable proportion of selfish tossers out here.

        I think it was, and is a slow-ish build up to complete lock down. Gov can demonstrate that if people aren't prepared to do it themselves, then they have no other choice but to force people to do so.
