Uh, the environmental benefits of increased urban density, when properly assessed beyond the political boundaries of a municipality, are beyond dispute.

Idk, but the implication of this opinion is that the most environmentally friendly thing Mpls could do would be to raze itself to the ground.
Why should this plan require an environmental review when no previous plan did? Because the city took into account a growing population??
This will certainly will go to Appeals Court and probably State Supreme...

Because previous plans did not presume such radical changes…that is why it is in violation of the law.
