It is throwing money at Germany. Those funds are spent on infrastructure - built by German companies (mostly). Usually overpriced, with 50% of local gov money in each contract. It is estimated that from every euro spent by EC, 80 cents comes back to Germany.

Question: the figures for 2021-27 are in constant price terms (we learn that from table 2), but what is the unit for the 2014-20 numbers? Also constant 2018 prices?
