    Texas allows counties to start processing mail-in ballots before Election Day. Republicans in Pennsylvania complicated proposals to allow for that. Pennsylvania also allows anyone to vote by mail. Texas does not.

    Texas voters (Rs & Ds) were ready to jump into this litigation after using drive-thru voting. Take a moment to consider how those voters — on the eve of an election — have had to fight to have their votes counted after participating in the democratic process we revere.

    With a longer early voting period, voters who applied by the deadline but weren’t in the system when voting began could also be among those provisional voters.

    Finally, Texas' lack of online voter registration may also be seen among provisional voters. Counties have to manually process applications/wait for state approval. That work isn't always finished by the start of early voting.

    *Reminder: Provisional voters could include an untold number of voters who requested a mail-in ballot but didn’t surrender it upon voting in person (or never received it).* Texas didn't expand mail-in voting during the pandemic, but counties have seen an increase in requests.

    After that, county voter registrars & ballot boards still have room to, respectively, review provisional ballots (by Nov. 10) & count late arriving ballots and provisionals (by Nov. 16). Boards don't have to wait until then to finish their work but they could.

    After in-person voting ends on Nov. 3, Texas law allows domestic mail-in ballots postmarked by Election Day to be counted if they come in by Nov. 4. The last day to receive overseas & military mail-in ballots is Nov. 9.

    If your application for a mail-in ballot comes in after 9/1, the county must mail out your ballot within seven days of accepting your application. Deadline to request mail-in ballots in Texas is Oct. 23. But USPS recommends requesting them sooner.

    Mail-in ballots for overseas voters going out 9/19. In Tarrant, ballots for domestic voters will start going out 9/25 (If your app to vote by mail is in before 9/19, your ballot must go out by 10/3. Most counties I’ve talked to are striving for last week of Sept)
