The decision not to charge evacuees is correct. Now onto reviewing the conditions for screening and implementation of the quarantine itself.

Scientific paper: travel restrictions failed to stop the spread of H1N1. Look, I get it. Travel bans seem like an intuitive way to halt spread. But all the evidence from similar epidemics shows that the benefits are minimal and the risks are enormous.

Anti-Chinese sentiment is unconscionable. Epidemics bring out worst in humankind, spurred by fear of "the other" doesn't have a nationality; it's a pathogen threatening us all. Let's come together as a shared humanity to fight disease, inequity, discrim, & stigma

Also striking about this press conf: nothing about any new measures to protect and prepare US hospitals and clinics. That’s the single most important thing they could be doing right now to protect us. Instead they’re trying to get the genie back in the bottle.

Unlike humans, viruses don’t discriminate on nationality. Travel bans have limited public health benefit but significant detriment: ⬇️ international cooperation ⬇️ info sharing ⬇️ medical supply chain ⬇️ economies ⬆️ xenophobia & discrimination

Australia has followed the US and has issued a travel ban on all travelers from China unless they are Australian citizens. This directly contradicts ’s PHEIC recommendations against travel restrictions. I expect will ask Australia to justify itself under Art 43.

I hope others can see the joy and humor and resilience of people in China in the face of this awful situation.

  12. The US has also announced a 14 day mandatory quarantine on any US citizen returning from Hubei province. If used, this wld likely be open to legal challenge on whether it is the least restrictive measure to protect public health & not arbitrary, oppressive & unreasonable.

  13. Ban on foreign nationals is on “anyone considered a risk” of transmitting nCoV. Unclear how that risk is assessed: any foreign national who has been in China in the last 14 days Or an extra level of risk assessment for those who meet that travel history criteria.

  14. The US has reportedly issued a temporary travel ban related to novel coronavirus. This appears to be a broad sweeping ban, based on travel history not nationality, and likely to be considered by (and China) an unnecessary interference with international travel and trade.

Draconian measures?!? Sure we want to protect health, but these measure could exacerbate toll beyond disease itself. And we aren't confident we know where all cases are. Most surveillance still looking for connection to Wuhan. Mitigation vs containment may be more realistic.
