The kind of stunt he was proposing would never have been considered if there were a dozen white US kids stranded and a plan already in motion to save them, and I doubt he would have bother proposing it. He thought he saw an opportunity.

If the officials on the ground had given in, he would have had a unique chance to stress test his designs in a real scenario with the highest stakes. No regulations, no oversight, and by setting the baseline for success at zero he can call himself a hero anyway.
