The add-bookmark and pin-tab UI should show an indication that the site supports notifications, and let you turn them on. Nobody wants notifications from a site they're not bookmarking or pinning.

The point here is that the user has already taken a first step, in the *browser UI* not the site's own UI (the latter is subject to manipulation to coerce fake consent), to indicate long-term interest that desire for notifications builds upon.
