The Protocol on Blinding Laser Weapons, Protocol IV of the 1980 Convention on Certain Conventional Weapons, came into force in July 1998 and is agreed to by 108 states. This is a dangerous weapon that should not be used, full stop.

No it's different. At least the purposes are. In this instance the lasers interfere with the HK government's facial recognition technology that they use to track who the protesters are.
