    A federal court just ruled homeless sweeps unconstitutional in the absence of available shelter.

    US Court of Appeals for the Ninth Circuit: "as long as there is no option of sleeping indoors, the government cannot criminalize indigent, homeless people for sleeping outdoors, on public property, on the false premise they had a choice in the matter."

    A city could see "broken windows" as a sign of moral decline and just start arresting everyone in the neighborhood for every trivial offense. Or, a city could just fix the windows.

    The zip code a child resides in may make all the difference. I spoke to health officials in Cayuga County, Erie County & Monroe County, and looked at NYC's practices for handling childhood lead poisoning.

    When I wrote Dakota's Law w/ Resident Leader Tiesha Jones, the goal was always to protect every child in NYS. Read 's article for about diff. interventions across NY & how my bill would create uniform measures to prevent lead exposure...
