I'd say that the overlap between political correctness and being courteous is very, very high. Or, at the very least, that the majority of political correctness is contained within being courteous.

I guess what I mean is that we should distinguish between "being courteous"--a good thing!--and "political correctness", a bad thing, which is about not speaking truths at all, rather than framing them in a way that is gentle and kind.

But "treating your fellow human beings like human beings" ≠ "being courteous." I worry that the "being courteous" reinforces the idea treating other human beings like human beings is a 'favor' that you don't have to do rather than just being what you're supposed to do.

Totally. I mean courtesy in the most elevated, virtue-oriented sense of the word, which is more like what you describe. Not a favor--a way that you should be.
