He was on the creative team, but casting decisions seemed to fall on the director & the casting director for lead roles. Not sure he's the person to criticize.

He was one of the producers and co-creator. Lin-Manuel has more power than he did when it was first co-opted and even then he was a producer. The studios wanted a known Latinx to star in it and he declined to do it on those terms.
