Not sure what you’re referring to but as far as I understand it, as long as the tax prep peoples have their software or services for sale and promoting them they have to have a free filing option for everyone. They just don’t advertise it. Sneaky buggers.

The thing I'm referring to is the IRS FreeFile setup which has software they provide that is free but only if you make $69k or less and then just 'forms' and no software (so manual work) for anyone above. Wasn't sure if that applied to all Free options out there.
