adding to this - yes this can apply to everyone in power, but it's especially surprising when poc expect community organizers - the same people that fought to get poc's into power, to step back and "let them do the job you elected me to do". NOPE. Not the way it should work.
Instead we need to co-govern. Where the elected official continues to organize the community and together they build the power to change. This is harder on the elected official, for sure. Because now you are part of the system that you're trying to change.
And you're going to get push back from both sides. But you should use the push from your organizers to push your other elected officials. This is the @peopleslobbyusa model of holding power and it is a good one.
