The Pentagon's latest annual report to Congress on civilian harm resulting from US military action is out. While it's an important transparency marker, public estimates of deaths are significantly higher, once again. For 2020, the US says its forces killed 23 civilians in Afghanistan, Somalia and Iraq. That compares with a conservative public tally of at least 102 deaths. Even so, deaths from US actions are sharply down, as multiple conflicts pause or drawn down.pic.twitter.com/l5ycAsnCq6

Of greatest concern is Afghanistan. According to comprehensive @UNAMAnews data, at least 89 civilians were killed by international forces last year (likely all US actions.) Yet the Pentagon concedes only 20 deaths in seven events.pic.twitter.com/imOpUxLDr0

We don't know why @CENTCOM has not included 69 further civilian deaths in Afghanistan flagged by UN monitors for 2020. But it does fit a pattern of @DeptofDefense majorly under-reporting civilian harm across key conflicts, year on year. (4)

This official under-reporting is seen elsewhere too. While DoD admits just one civilian death in the war against ISIS for 2020, we believe at least six died. In Somalia, public monitors say at least 7 civilians died. @USAfricaCommand declares just one fatality. (5)pic.twitter.com/tHMg2jJQos

Airwars is also significantly concerned that despite Congress making available a $3m pot last year for no-fault awards to civilian victims of US actions, that not one cent was paid out by DoD. (6)pic.twitter.com/aZm7P5S9Cr

The US admits in its new report that an airstrike on Karbala Airport in March 2020, targeting Iraqi militia fighters, also killed a civilian. We believe he was 23 year old security guard Karrar Sabbar. Why on earth can't Karrar's family now be compensated? (7)pic.twitter.com/tV02gabQNL

The US is far ahead of key allies in addressing civilian harm from its actions, and informing elected representatives of casualties. Despite shortcomings, we do therefore welcome publication of this latest report. But DoD can and must do better.
