Yes, content should definitely be part of design systems. Would love to see more merging of style guides and design systems. But neither should replace user testing and case by case contextual flex of wording from design systems and style guides to meet in situ user needs.
It’s more than just putting words into a button. If you want content to play a role in your product it has to be reflected in your design system - @claydelk
