Perhaps a more basic question is, is philosophy supposed to make 'progress'? There are no such expectations of art or fiction, for example. I'm sure Socrates or Wittgenstein would not expect it of philosophy. This idea of 'progress' in philosophy sounds like science-envy to me.

Pretty sure that "science" is a word for certain sub-disciplines of philosophy that begin to progress more rapidly. Except where it's just added for respectability, like "military science."
