No. As the article says, it was widely believed intelligent life was everywhere in the universe - on the grounds "God does nothing in vain, and therefore such a vast cosmos could not be home to only one small race of rational beings."

I'd love to believe that. However, I suspect it would only lead to newspaper headlines screaming and demanding that we withdraw from the universe for fear of alien life coming to our planet and taking our jobs etc.
