that was my on-ramp statement. each of these old money institutions (in NY/LA) have learned how to attract new money by adapting. the SF institutions have not sufficiently re-invented themselves to attract this new audience. so the non-profit stagnates while the city grows

NY is an outgrowth of Old World structures (Europe). LA is based on the arts and is more closely tied to NY. SF had this too; but was smaller and largely tied to boom / bust. SV swamped SF.
