I think "developed" might be questionable but it's basically a western hemisphere-eastern hemisphere thing. So I'm guessing US and Canada.

Australia makes illegal alien kids wait 10 years until they can get citizenship. Canada has about 300 anchor babies born per year. There is no developed country that has even close to the same scale of birthright citizenship granted per year as the US.
