The belief that tribalism can be educated away combined with the placement of "merit" at the top of the social and moral hierarchy are both at fault here.

I really believe that the Parsi community in India is exemplary in the ability of a market dominant minority to intergrate successfully in a larger nation

Imo the presence of a moral/political hierarchy independent of "merit" is key to this intergration but I could be wrong.
