Why has Islam, despite its decentralized nature, been so much more successful than Catholicism in maintaining its basic conservative character over the centuries?

I've been mocked by neo absolutists for saying that grassroots piety matters but a Muslim ruler who unilaterally decided to change doctrine on, say, blasphemy would be killed on the streets. It matters.

Perhaps Islam, by virtue of its undiluted patriarchal nature, empowers men to act as mini-enforcers of the religion. Bloodthirsty versions of Burke's little platoons, if you will. Catholics, otoh, are indifferent to doctrinal dilution because there's nothing at stake
