A classic example of this is Pakistan where basically every government spends about 90% of its energy locked in a power struggle with the military, but the US isn't very different

Pakistan is a clannish, inbred society. This is the true source of the problem, not necessarily what is visible on the surface.

Yes, societies that are divided along ethno/linguistic lines seem to be more susceptible to institutional breakdown
