The tricky thing about undermining the bureaucracy is that you need to get the military on your side. In most 3rd world hellholes the military ends up firmly on the side of the judiciary

But I think it really comes down to class composition. You see this harmony between the judiciary and military in states with underdeveloped middle classes where the military leadership and judiciary are largely recruited from the same post-colonial elite class

In the US, the military has traditionally had very strong ties with the lower middle class and for it to undermine the WWC vote and tie itself to the judiciary would instantaneously destroy its credibility

so in a conflict between a liberal bureaucracy and a populist right wing executive I would not bet on the military coming down on the side of the former
