I don't even think it's necessary to avoid mangerialism; delegating authority doesn't require dividing it, e.g. army command chains. An absolutist state could do something similar. That said, if anyone pro-feudalism has an answer, I'd like to hear it.

This is the part I dispute, you see the central power assisting them constantly, whether it's the crown helping the bourgeois bureaucracy or the ascendant bureaucracy (CIA/NSA/etc.) supporting progressive NGOs and hindering their enemies, e.g. the IRS going after the Tea Party.
