There can only be one set of dominant social norms in a given society and plurality is an illusion insofar as a subservient set of social norms comes into conflict with the dominant set

Also, it's absolute folly to rely on public opinion to safeguard the boundaries on dominant social values. The speed at which public opinion on millennia old values like the indissolubility of marriage should show how foolish this is

Essentially, an elite can propose any sort of value system it wants and as long as the direct result isn't some sort of complete societal collapse, this value system will be internalized by society within a few years.
