Even if NHPD decided the officers didn't violate departmental policies with respect to use of a taser or ececessive force, at the very least the video evidence contradicts the officers' written accounts. In other words, the officers filed a false police report which is a crime
1) CT's statewide Taser policy prohibits police from tasing people who are passively resisting. 2) The maker of Tasers has said police should avoid using them against people who seem to be under the influence.
