In 1988, we sued the CT DOC to seek an end to discriminatory practices against people who were HIV positive. Connecticut’s Department of Correction (DOC) had no protocols or policies for medical treatment for people living with HIV inside at the time.

The DOC did, however, mark the files of people who were positive with a “red dot,” making their status known to guards, other incarcerated people, and others, violating people’s medical privacy and contributing to stigma.

When one of our clients’ statuses was revealed, he was beaten, threatened, and had human waste thrown at him. Our client and others bravely spoke out and sued to make change, leading to a partial settlement.

We honor people like our past clients who have fought hard for the care and dignity they deserved. We know the fight to end the stigma of HIV is intersectional, ongoing, and that the lessons of the past are still being learned again and again today.
