A day after I released my Housing for All plan, the SF Board of Appeals delayed the construction of 100% affordable housing at 2550 Irving. This obstructionism is unacceptable. This project must move forward & we need to reform our laws so we can build the homes we badly need.

"Contrary to prevailing wisdom, building more is not enough to solve the housing crisis." Whose wisdom exactly? Because the actual YIMBYs cited in the article all readily acknowledge the insufficiency of just adding supply. The problem is everyone else, denying its necessity.

This exactly. As I've said a thousand times, the only way out of this crisis is with more market-rate housing construction *and* bigger subsidies for low-income households. Acting like they're mutually exclusive goals is a rhetorical con job.

I'm getting tired of writers trying to boast their housing wonk credentials by pointing out market rate housing won't be sufficient for the lowest income households. They're not adding nuance, they're giving progressive cover to the existing exclusionary status quo.

Morning commute. Very light traffic today, not many violations. Just one crosswalk violation, so I threw in a picture of a commonly violated red curb that's supposed to daylight a nearby crosswalk.

So parking requirements are as fake as Nexus studies for impact fees and inclusionary zoning. Not surprising.

To be clear, "tech background" is actually quite broad. A whole range of scientific majors and equivalent class loads qualify. However, currently an English/history or similar degree will not suffice, absent significant scientific classes.

My advice to anyone considering the law - don't unless you are absolutely certain. Ideally, by working in law first. If you have a tech background, exploit the patent agent cheat code. No law school needed, easy'ish bar exam, tons of jobs to test the legal waters in.

Interesting quote from 's Jeff Levin, where he says loss of the pro-housing designation is the most serious risk. Because Oakland is ineligible for the pro-housing designation as soon as the permanent rules go into force (bc Oakland violates CEQA/PSA deadlines)

I'm probably pro some anti-Airbnb/ST rental policy in some places as a triage, on the premise that the needs of long-term renters are more urgent than short-term. But I'm really uncomfortable with the argument that short term rentals don't matter or count as "housing supply"

If you consider the deemed complete date of April 6th, CEQA determination was due within 30 days, and evidence implies it wasn't given until the 12/12/22 planning board meeting. Way way too late. OTOH, even if Alameda's claimed completeness date were true, they still were late.

HCD is not enforcing CEQA/PSA. The latest example, Alameda, is celebrated as the rare example of a good city with a good housing element. Here, their records imply an illegal incompleteness letter (March has 31 days), then also a CEQA deadline violation and/or PSA violation.

Alameda did not. They concede a completeness date of 11/3/22, but appear to have failed to make the initial CEQA determination until 12/12/22 (>30 days). Alameda also failed to publish any of the incompleteness letters, so unable to verify. The completeness date may be earlier.

My response to **incomplete** rejection of Oakland's Housing Element. I'm concerned that state housing law is being selectively enforced, against SF/Berkeley, but letting Oakland slide, undermining the utility of state housing law.

Then they admit they didn't issue the initial CEQA determination within 30 days, nor did they approve within 60 days of that deadline. So they broke the spirit and intent of CEQA deadlines and the PSA. Openly. And HCD didn't care.

In response, Oakland dances around the submission date, hiding the fact they illegally sent an incomepleteness letter more than 30 days after filing, but project was deemed complete Then they admit they never sent a incompleteness letter for a revision, deemed complete again

Here's one example of a violation I reported to HCD. Also screenshots of Oakland's response, where they gaslight HCD by refusing to acknowledge the legal issues and simultaneously admitting "bad facts" This case also featured PSA completeness violations.

Generally speaking, the cars that do this to me are turning left into a block where they will have to wait for another red light and where I clear the sidewalk with enough time for all cars to proceed.

⬇️ Excellent 🧵 on how CA cities can/will use tax policy to gut housing elements on back end. San Francisco has a "no net loss of financial feasibility" commitment in its HE, but I haven't seen this in other cities' plans. The concept is ripe for legislation.

Lead-acid batteries are recycled at a 99% rate and are more than adequately suited to the task of providing accessory power to EVs. A lithium-ion replacement would just be more expensive, not better. Maybe don't leave your interior lights on.

Soli is upset that the planning department thought maybe we should ease replacement of 3-unit buildings that haven't been occupied by tenants in at least 5 years with more housing, including replacement rent controlled homes. The lack of consideration for future tenants is scary
