They failed to alert the residents of the region through the AMBER Alert system, which is what they're supposed to use in emergencies. They used an opt-in local alerting SMS relay instead, so many people didn't know it was coming.

I do agree that this fire moved extraordinarily quickly, but someone MAJORLY dropped the ball here on alerting residents and evacuating.
