He should be quarantined in a jail cell. What a foolish and selfish thing to do

But what if he needs to work in order to have money to live? There is no income support for casual workers to self isolate.

Before condemning anyone - what are the facts. For example, did this individual have sick leave? Or were they being told not to come in even through the lack of income would be catastrophic.

There should be cameras in homes and random calls during the day or some way to track the “self-monitor” people. Also, fines to deter this

But what if he is a casual worker with no sick leave and no income if he doesn't work?

Did he have sick pay? Was he paid a fair wage to be able to stock up on supplies during isolation? If not then it is the hotels fault and to a greater extent the society we have built.
-
Well yes but casualization of the work force is the fault of the government and it’s utterly shit management of the economy and workplace rights. To blame the hotel is beyond insanity - they employed them legally.

Was he casually employed? If he doesn't work, he doesn't eat and can't pay his bills or rent. Casualisation of the workforce is impacting public health of everyone...

My first thought as well, Sam. I imagine under-employment is going to be a factor in the potential spread of the virus.
