I don't know why it's surprising. Most people think drugs and vaccines are technological magic like their cell phones or software. Easily taken for granted with no understanding of the underlying complex industrial base.

"Months is boot up" is fine, if you're familiar with the timescales other countries are currently planning on for their vax efforts.

Current projections range from 2-5 years to vaccinate the entire world. Even if setting up generic vaccine facilities takes 6 months, it could bring down the vaccination timeframe by an year or two. It’s good news, therefore

India would happily pay the ~10$/dose vaccine to get access. If any of the vaccine developers actually thought this would be doable in time they’d just take the money and build the scale. Finally, if countries thought this could be done, they would just infringe.. good luck suing
