Update: it's not just a judge recognizing that the Russian troll farm did not act for Russian gov't -- it's one of Mueller's own prosecutors. Conflating Russia with the Russian Government is a common ploy by Russiagators. Adam Schiff does it so much that he seems to have even convinced himself of it.
