from a system's perspective you'd look at the cases per million to gauge actual efficacy but b/c the absolute numbers are so jarring, you'll be thrown under the bus by an angry mob. the safest thing to do is to do what everyone else is doing so u can't be blamed

the only reason the absolute numbers look high is b/c the basket is called "India". vs if it was split into say Fooindia and Barindia. the split would eliminate the large absolute numbers that take up disproportionate media attention

cells also have a governance issue and tension between the absolute numbers perspective and the relative numbers perspective once its gets too big, effective governance becomes suicide and the cell has to split source: am cat, am made up of cells
