there is a natural cycle to the way the world moves. hoomans however try their best to control the cycles. e.g. legibility, authoritarian high modernism, etc... as more hooman energy disrupts the cycle, the "balance" is broken

dragons, or avatars or nature, are in charge of maintaining the cycle and perpetuating the movement of life. if they accidentally crush a few hoomans while moving around so be it. if the hurricane energy needs to be released it WILL be released.
