Voice is by nature centralized while Exit is decentralized. Voice requires a loud consistent message that can be spread without distortion. The message IS the rule. The “Mission” IS the Life.

Exit is more loose. The individual actions of multiple non-cooperative selfish individuals creates an emergent effect where the “right” thing is done. an Invisible Paw.

i suspect Voice intrinsically breaks down past a certain crowd size. it can work, but only by dehoomanizing huge groups into homogenized “individuals” so that the crowd size is still “small” from the perspective of those up top. e.g. seeing 50 states instead of 300m ppl.
