Everyone forgets that after the hare loses to the tortoise that it uses its faster mind to devise a way so that a short term advantage becomes a long term advantage for *forever*.

A purely meritocratic society would evolve into one where the hares have free reign to fill the landscape with tortoise traps. The hares themselves would then start competing against each other devising more and more complex hare traps.
