The word "meritocracy" isn't nuanced enough to cover this dynamic b/c it *is* true that the hare's mind works faster and can hop over obstacles that would leave the tortoise stumped.

A purely meritocratic society would evolve into one where the hares have free reign to fill the landscape with tortoise traps. The hares themselves would then start competing against each other devising more and more complex hare traps.
