Many employees *think* they want a culture of no brilliant jerks but unless they're confident in getting new jobs, they too don't *actually* want this either.

If this analogy is scaled to the country level, one question to ask is how much crap would you tolerate to fight for your company/country. E.g. if you lose, then that other country you've treated like crap wins and now gets to treat 'you' the same way you treated 'them'.

Would you put on a soldiers uniform and crawl in the dirt? Would you shoot a rifle? Would you pick up a math or engineering book and learn something useful? If the future wars are cyber wars would you learn economics or coding?

"Jerks" are literally those people who are fighting for you. After all, putting bullets into the heads of strangers ranks pretttty high on the jerk scale.

^ I remember following some of my friends into a restaurant. They basically cut the line so we didn't have to wait. By the time I realized what had happened my first thought was "... this is pretty nice" and then picked up the menu.
