Imagine you are the government (power). Rebels (threat to power) are organising online. Does it not make sense to crash the website? Disrupt enemy lines of communication? Cool, now apply the same to your thoughts.
Yeah but streisand effect backlash... china is the only example i know where this actually is (currently) working at scale and is providing tangible (economic) benefits.
