Imagine a 30+ yr old woman with a strained marriage and a 23 year old woman CEO widely considered to be the Elon Musk of their generation. Imagine them eating dinner together with the older woman thinking "I feel so safe and protected with her, I can fully be myself."

Theoretically possible, but mostly there's a suspicion that the older woman will never be able to not be threatened by the younger one

The dynamic doesn't work the same with genders reversed since the older man will know that the younger man has far more to choose from.

also, women can feel powerful when they feel they have the ability(but not the obligation) to induce an affair while men are judged more by being able to fully follow through on what they say they can do. mental games induce more paranoia than physical games.

two questions to tease apart here. One is, is following Yin a virtue? Does the virtue of Yang necessarily require it as leader? Second is, if a Mother is forced into a Father role, should she be denied the tools of leadership.

The answer to the second is morally "No" since it accepts the necessity of the situation and bends the rules as necessary. The answer to the first one is more tricky...

The closest nation level one is Amazonian Wonder Woman culture but that's a comic book world. How it actually would work in real life remains to be seen.

The Queen of England is another. But this seems to require a division of society via a caste-like split. The concept of "royalty" feels masculine and that's what's actually providing the sense of meaning/safety, not the motherly virtue itself.
