Anytime force is used the horizontal relationship becomes a vertical one and the relationship ends. Power is ceded to those who have good relationships because within that circle there is no need for force.

Leader(s) are chosen like a multiple choice test: "Which one of these leads to the *least* violence." (Sometimes the least violent is pretty violent. But overall the leadership-choice mechanism is working as history tends to be more violent)
